Tendered products

The tenders are for annual, quarterly and monthly products in the form of base and peak products relating to periods up to two years in advance. 

Tendered volume 

In most cases, the volume specified in each tender is in the order of several tens of megawatts. These quantities add up to a total volume of around 3 TWh per year. 

Minimum and maximum bids

The minimum bid is 1 MW. Bids in excess of this may be submitted in whole MW increments. Providers can bid as much as they would like up to their credit limit. 

Tendering platform

The tenders are processed exclusively via the electronic TTS.

In principle, the tenders for loss energy procurements are procured via APG's TTS tender platform, while those for control energy reserves are determined via APG's RRAP tender platform.

When do tenders take place? 

The window for offers is usually Thursday from 10:30 to 11:00 a.m. No tenders take place in December, in the first half of January or on a Thursday if it is a public holiday. 

Awarding process 

Once the offer window has closed, bids are ranked by price – starting from the lowest – until the total capacity requirement has been met. Bids ranked up to the total capacity amount are accepted and if necessary the last (highest) offer can be restricted to ensure the tender volume is not exceeded. If two bids have the same price, the bid that was submitted earlier is given preference (time stamp). 

The provider receives the price outlined in the offer for all offers that have been accepted (“pay as bid”). 

Scheduling procedure

APG’s special balancing group which is dedicated to covering grid losses acts as the buyer in the marketplace. For providers of grid loss energy that were successful in the tender, the process is a standard electricity supply transaction. APG sends the energy, as per the schedule, to the operators of those grids where losses occur. 

Short-term replacement procurement of shortfalls 

APG is active in the EPEX SPOT and EXAA spot markets as part of its day-ahead procurement activities to ensure that the required amounts of grid loss energy can be covered in full. For this reason, APG has concluded an agreement (Framework Agreement for the procurement of short-term energy deficits) on short-term grid loss procurement with interested providers of grid loss energy. As outlined in the agreement, APG will carry out a replacement procurement process if necessary. More details on the rules for replacement procurement can be found in the framework agreement.
