Network Code on Cybersecurity (NCCS)
Principal objectives and contents
Commission Delegated Regulation (EU) 2024/1366 establishing a network code on sector-specific rules for cybersecurity aspects of cross-border electricity flows (NCCS – Network Code on Cybersecurity) entered into force on 13 June 2024.
The NCCS aims to establish a harmonised set of requirements for cybersecurity in the European electricity sector, in particular in the context of cross-border electricity flows. It therefore seeks to:
establish a uniform risk-based approach for the identification and assessment of cybersecurity risks,
define minimum and advanced cybersecurity requirements as well as a common cybersecurity framework for affected market participants,
ensure coordinated cooperation, information sharing, and incident response between relevant stakeholders and authorities at national and European level.
