Expression of interest

*References to the Austrian electricity law (ElWG) include the changes made through the yet to be issued ordinance by E-Control according to § 146 (4) ElWG.

Paragraph 144 (2) ElWG requires APG to conduct a two-stage tender procedure for the selection of network reserve providers. 

In accordance with § 144 (1) ElWG, all providers that intend – under the conditions outlined in the tender documents (annex II) – to make their plants available for network reserve purposes can express their interest to APG within the time frame specified below. 

In the first part of the process, APG will check the details and evidence submitted by the providers in their expressions of interest to see if they have provided the required information and meet the eligibility conditions under § 144 (1), (2) and (4) ElWG in addition to the technical requirements (mandatory minimum requirements). If the provider and/or the plant do not meet the eligibility conditions and technical requirements, the provider will not be invited to submit offers.

The accompanying forms are to be used to express interest according to plant type. All necessary parts must be submitted in electronic form only, by email to netzreserve@apg.at. 

The forms must be signed by an authorised signatory and scanned or delivered with a compliant electronic signature (QES). Paper documents and faxes will not be taken into consideration.  

Electronic versions in Excel format must also be submitted in addition to the forms signed by an authorised signatory. You are also asked to attach the required evidence as described in the tender documents according to plant type (annex II). 

Queries regarding the first stage of the tender procedure (expression of interest) must be submitted or sent by email to netzreserve@apg.at by 21.03.2026 only.

Expected start of expression of interest phase: End of February
